I am 33 years old and have med patched skin that looks light brown but i also get white spots with them I have had these spots since moving to a place where they have well water which appears to be very hard water could this be the reason for the skin discolorations or could it be an underlying medical problem I am being treated for hypertension for the past 3 years but have had well water long before this.

At your age, white spots are more likely to be a superficial fungus infection, especially if the spots are on the back and chest (you don't say where they are.)  I can't think of any connection with water, diet, or any systemic condition.  I suggest you show them to the doctor who takes care of your blood pressure.
