Hemorrhoid?

Just recently I have noticed like an extra area of skin right above my anus. It is very strange, if i pll the skin up it goes away, but when I close the area it almost forms a "skin tag". I am not sure what this is. I thought it could be a hemorrohoid, but I have never had one so I am not sure. It is very irritating and sometimes uncomfortable. I have had some bad bowel movements and one about a week ago caused me to have bright blood when I went. Any suggestions to what this might be or what I can do to make it go away? Do I need to see a doctor?
