Can it be both herpes and an ingrown hair?

I have red bumps that appear above my genitals that resemble ingrown hairs. I actually see that there is often (maybe always) hairs growing into the bumps through the skin, which I remove with tweasers. The hair is usually covered in what appears to be dead skin. The problem is that I have had this problem for several months, even a year. They never appear to be blisters but more of inflamed bumps. Are these herpes? if not then what? Why do they keep reappearing?

some folks do just get ingrown hairs easily. do you shave your pubic hair?

if you want peace of mind, get a type specific herpes igg blood test done so you can stop worrying that these might be herpes :)
