Do I have herpes or an ingrown pubic hair?

Hello, in the last few days I've noticed a single painful red bump right below the base of my penis; basically underneath right about where the pubic hair from my scrotum stops and my penis begins. At first it simply felt like a pubic hair was being pulled, but last night I noticed it was a red bump that hurt a bit when I touched it or held my penis to my abdomen. I do not have any other bumps like this on me nor any other sore areas. The bump does not hurt if I don't touch it, and I am not constantly aware of it. It doesn't appear to have any fluid or puss in it and it looks an awful lot like ingrown hairs I sometimes get on my neck. The area it's located would be an area that gets natural friction as I walk from my penis and scrotum rubbing against each other so it seems possible that it may be just an ingrown hair.

I've been in a relationship for just about 4 years now and I've not had sexual intercourse with anyone but my partner. I was tested for Herpes about 3 years ago and I came up clean and have never had any symptoms, my girlfriend was tested at the same time and also came up clean. I am not aware of her cheating on me, but it's not impossible.

I am concerned here, I don't have medical insurance and cannot afford for the moment to get an STD test. I would like to know if my symptoms sound like I may in fact have contracted herpes or if it just an ingrown hair?

It could be an ingrown hair.  Chances are it is just that.  However, I would say you can call your local health department and have them tell you where a free/low cost STD clinic is and have them look and do any testing they can for you.  If you are in a university you should also have access to a student health center that may give you answers as well.
