I have these little black bumps under my "helmet"

Recently I felt like I had a genital herpes outbreak for the first time.  But had some weird symptoms that I'm baffled by.  Not only did I have sacral nerve pain (comes and goes) but left lower leg pain.  I started to notice later upon examination that i had these small black bumps under the skin on my penis head and now they have moved to around the shaft.  I went to First Med, explained what ws happening and they did normal std tests along with HSV1 and HSV2 tests.  HSV1 came back positive, but I had had cold sores twice for past 6 years.  That wasn't a shock.  Dr told me that the spots on my penis were normal, did not look like "herpes".  He suggested I go to a Urologist to ease my mind.  So I did anyway for my 40 yr old check up.  Urologist said same thing.  Spots normal, Prostate normal too.
  So two weeks later or so, I start to really feel crappy.  Dizzy, lightheaded, and started to notice tiny red spots on my body appearing.  Sacral pain, leg pain.  I also noticed my ears getting a full feeling, then finally opening back up.  Also I feel nerves in my face twitch, and an eye twitch almost like post herpetic nuralgy.  Dr takes x rays, and sees that I am freaking out.  I told him I have "paper cuts" on my skin. All these new small red spots on my body.  But NO lesions on my penis. So he interviews me for a while......and says it's all in my head.  Prescribes me a sleep drug and an antidepressant.   I'm soo pissed.  He says that sincs HSV2 was neg, and that HSV1 was positive, it HAS to be from my cold sore episodes.  He said everything can be explained as a normal patient who's mind is playing tricks on them.
  Anyway, back to my question.  I'm not sure what these bumps are under my skin and it's driving me CRAZY.  Could it be linked to an outbreak?  I've never had genital herpes but I damn sure have the symptoms and nobody believes me!!!!      PLEASE HELP!!!!!!!!!!!!!
