How long could herpes remain dormant in a person, and during that time, have the person not be a carrier.  Is it possible to be herpes 2 positive for over 10 years and never pass it along to a partner?

Your understanding of herpes is a bit flawed.

If a person is HSV positive, then they have herpes, period. They may never have a recognizable outbreak, but they still can transmit the virus via viral shedding (when the virus is active but there are no symptoms). Folks who have outbreaks shed the virus just as much as folks who don't have outbreaks.

To answer your question, yes. Discordant couples can go years - even a lifetime - and never infect their partner.
