cervical disc bulge

I was in a car accident this past approx 6 weeks ago. I finally had a
mri done last week and they found a disc bulge and a bone spur
between the 2nd and 3rd vertabrae. No rupture and no pressure on spine
Had my first selective cervical epidural done on this past Wed. Not much
relief. Is surgery the only way to treat this disc bulge. Even if I
continue this treatment is it possible for this disc to give me continued
problems later in life. Is it best just to cut the bulge out
