I am one who does not believe in cow's milk for children, but having said that,
your issue should be dealt with by a physician or actual dietitician or nutritionist
in person.
While I am a nutritionist, I am an unknown entity to you so I hesitate myself to
suggest anything, other than there are alternatives that should be safe, and helpful,
that do not have to be soy or milk.  Check out vegan/vegetarian nutrition for babies
on the web, etc.
