wrong medicine?

My boy is 1yr 4mths old. I had light asthma when i was young a recovered since i turned 12yrs old. So we are worried that my kid will have the same asthma problem as i had when i was young.
He had a cold the other day and recovered by taking some light medication. But the wheezing sound in his lungs remained, so we went to see a pediatritian(the first time we're seeing this doctor). He gave our kid some medicine to bring back. Out of curiousity, i went online to search about the medicine. To my surprise, one of the medicine, called Rhinathiol Promethazine is said to be not suitable for kids under 2yrs old. These are the pages which i refered to :

We really don't know what to do now. Should we let our kid continue taking this medicine? Is it really so bad for infants below 2yrs old? Why? And why would the doctor gave this to our kid? Should we lodge a complain?
