Rash around old incision line

About 10 years ago I broke my neck "c4-c5". Since then, around the incision line there's been a rash that drives me crazy! Its red and bumpy. If I wear a turtle neck it irritates it.   I've been seeing a dermatologist's in my area and they prescribe all sorts of stuff. There was a foam type spray and a red liquid soap called Hibacleans. They also made an incision in the front of my neck but, that one is fine. Has anyone else had this problem but, in other areas? Could I be allergic to the titanium? Thanks for the help!

It is normal to experience some redness, swelling and itching around the incision line but since this rash is more than 10 years old, it is not normal to have itching around that area. Skin conditions like dermatitis, eczema and atopic dermatitis are important possibilities which need evaluation.
I suggest you to get a biopsy of the skin to confirm the diagnosis.
