What are the exact numbers you are talking about when you mention "moderate to high blood pressure?" Can you give actual numbers?
You are increasing your heart rate too high during exercise for your age.
Tabata is pretty intense; one should be in excellent shape attempting to do this. I wouldn't recommend it for a beginning exerciser I don't know if you should be doing this given the situation with your bp. Plus, your hr is getting too high during the workout.
Make sure you have cleared this with your physician.
Everyones heart rate ranges are different. Person A might be able to reach a max HR of 180 while person B (same gender/age/weight/height) might beable to reach a HR of 200+.

This is just a general assumption based upon the general population. You may want to look into a "heart rate zone" test.
Anctidotally speaking my max HR was 189, my wifes was 204 and a co-work of mine was 238. We all had blood work done and determined healthy in all aspects by a health care profrssional.

first thing in the morning when you awake have a watch with a second hand at your bedside, without getting out of bed check your resting heart rate then with the example below figure your heart rate from 65%- 85% of your maximum heart rate.
This is an example of the Karvonen formula for a 23 year old person with a resting heart rate of 65 beats per minute
206.9 - (0.67 x 23 (age)) = 191
191 - 65 (resting heart rate) = 126
126 65% (low end of heart rate zone) OR 85% (high end) = 82 OR 107
82 + 65 (resting heart rate) = 147
107 + 65 (rhr) = 172
The target heart rate zone for this person would be 147 to 172

They work on averages if you work out in a proper Gym with good machines then the average error would be + or - 10%.
