Not sure if I can help...  My main ones start on the top of my head and is caused by pressure in the atmosphere, but I've had a new one that started on my left temple that radiates to my jaw  and to the back of my head and when I use my abdomen muscles (cough, sneeze, etc) it would shoot pain up from the back of my head that felt like lightning.  The new pain is caused by a muscle spasm on the left side of my head.  I now take muscle relaxers for the pain and it has helped.  To me it sounds like your mother could also be having a muscle spasm since her eye is turning.  If so, make sure to try different muscle relaxers, the first one I used didn't help.  The second one helped except I was drowsy all day, now I have a new one that works and doesn't make me drowsy.  Also, another thing that could help is Botox injections.  These injections started out for headaches.  I had them injected once and it did help relieve the pain, but they are expensive and insurance may not pay for them.  They usually last for 3-4 months.  Good luck and hope she gets relief soon.
