Can a frenulum that is completely detattched from the glans be restored?

I tore my frenulum during sex many years ago in college.  At the time, I gave it little thought as the skin remained tight and achieving orgasm wasn't a problem.  Now that I am older, however, the lack of a "banjo string" as it is sometimes called, is making it very hard to achieve orgasm, particularly in anything resembling a short amount of time.  Is there a surgical procedure that could restore it?
