With a previous allergic reaction, this may be something you want to look into. This may be likely as the involvement appears to be very superficial. You have no symptoms of pain or discharge .An infection may be readily ruled out here. I suggest you discuss this with your physician.
This does not sound like a fungal infection. You may need topical corticosteroids for this. Also, avoid tight underwear and wash the area with mild bland cleansers only.
An allergic reaction may persist given that an associated dermatitic reaction is present.
I used a condom at the time of the seemingly associated sexual encounter but otherwise am in a monogamous relationship of 7 yrs and do not use condoms. I have had an issue with some latex (Just a wristwatch) in the past but would a reaction of that sort last for 3 months?

Balanitis may be a likely differential as balanitis may not only be associated with infections. An underlying psoriatic or dermatitic component may also present with discolorations or rash on the glans penis.
Looking at this on another angle, have you used a condom during sexual activity?

An allergic reaction which may present as a dermatitis may help explain your condition. At this point, your tests appeared normal and there are no other associated signs and symptoms like fever, vomiting, rash and enlarged lymph nodes. You may discuss the possibility of this being an allergic reaction with your physician so you may be assessed along this line.
