Genital HSV-1 testing

Is it true that HSV-1 can only be tested for if you have an outbreak? (by doing a culture?)

You can only accurately diagnosed hsv1 genitally thru a lesion culture of active symptoms. A + blood test for hsv1 doesn't let you know if it's oral or genital in location.
