have had bumps on inner thighs

i have had bumps that kinda looks like skin tags on my inner thigh not on my vagina but on my thigh. past my bikini line and they cant be popped but they keep spreadin all around my thighs and to the top of my thighs but never on my vagina. so ithink they spread because they are starting to show up on my other thigh in the same spot as the other side. i used to get sweat pimples but i dont think that is what it is. they dont hurt at all and i have been to embaraassd to go to the doctor,, can anyone help me out
