What is junctional melanocytic atypia?

I have had 8 moles removed latley and have several more to go. 4 of them were moderate atypia 2 of those being junctional moderate atypia "melanocytic" 2 were just compound nevus and I am still waiting on the 2 newest reports. What does junctional mean? I have done a lot of reasearch online and everything I research tells me it is still pre-cancer but when I ask my doctor (very strong accent very hard to understand) he tells me that the cancer is already active. Also on one of them it stated inflamatory halo reaction but margins were clear, and on another it recommended a conservative re-excision because it extended to the periffrial borders and he said there was no need to take more because it constricts in the vial so it was clear and he thought it better to just take some new one's since I have a lot more. Could someone please explain all or at least some of this!!
