underweight-why and what to do?

I have a nine month old daughter and shes super tall and super skinny. shes nine months weighing only 16 lbs. apparently thats in the 2nd percentile. i dont know what to do. she eats formula. she eats maybe 7 bottles a day and at least one jar of baby food. CPS is accusing me of failure to thrive but im doing all i can. she eats like a pig but doesnt gain a pound. she even eats teething cookies and real fruit and everything she can have under one year. her father was the same way and because of that the doctor keeps telling me its normal. CPS doesnt seem to agree. What reasons could cause her to be underweight and how do i fix it? would preemie formula help? what do i do??

Her weight is on the 10th percentile and her height is just below the 75th percentile for her age. She is on the growth chart so she is considered in normal range. As long as she is steadily growing, even though it is slowly, she will be fine. Due to her height she appears thinner. As a guideline for a 9-12 month old child should eat the following: Breast-milk or Formula (6-8oz) 3-5 feedings a day, Dairy 1 serving a day – cheese (1/2 oz) or yogurt (1/2 cup). Starch 2 feedings a day – Infant Cereal (2-4 Tbsp), bread (1/2 slice), crackers (2), or pasta (3-4 Tbsp). Fruits or Vegetables 1-2 feedings a day – (3-4 Tbsp). Meat 2 feedings a day – 3-4 Tbsp) or beans (1/4 cup). Suggest staying with the formula you are using presently, and when she turns 12 months old use Pediasure in place of milk if her weight is still in the lower ranges of the growth chart. If her weight has steadily increased, then switch to milk from formula. Hope this gives you an idea on what foods to feed her daily.
