can i have hypo with a tsh of 1.38

Theoretically, yes, but practically speaking, no. You would have to have your blood tested as levels were shifting for that to happen.

If you have symptoms that point toward hypothyroidism but your thyroid tests look good, it may be an adrenal gland problem.

Did you have a Free T3 and a Free T4 test run as well?
Those are you thyroid hormones.
