One of the problems that developed during Hurricane Sandy was the clogging of 911 lines (delaying medical response, since the same lines are used) with unnecessary calls to report fallen trees on side streets, for example. In general, if the emergency is NOT potentially life-threatening (such as a fallen power line) it is best for the community to avoid making a 911 call.
